hasn’t always been this way?

From an article(free registration required) in the New York Times about the MSN Music store:

Of more interesting note, however, a Microsoft manager is quoted in the story, saying: “Apple set the bar very high. We’re trying to match that. We told our developers, ‘Look at how Apple does it.’”

My question is: Haven’t they always copied Apple at some point?
